The findings of the Centre for Civic Education (CCE) show that, from the restoration of Montenegro’s independence in 2006 to July 2026, the country’s three presidents decided on 2,610 pardon applications, of which 516 were granted. Pardons were used most extensively during Filip Vujanović’s terms in office. In 2012 alone, 142 applications were granted, more than during Milo Đukanović’s entire term and Jakov Milatović’s term to date combined.
The analysis also indicates that pardons were not limited to less serious criminal offences, but extended to offences involving violence, abuse of office, weapons and narcotic drugs. When a final sentence is reduced or commuted without a clear explanation, it is impossible to determine which considerations were decisive. This may weaken the deterrent effect of criminal sanctions, undermine the position of victims and create the impression of preferential treatment.
