Ivan Vukčević holds a PhD in International Public Law/Human Rights from the Faculty of Law of the University of Belgrade, where he previously completed his master’s studies in the Historical-Comparative programme. He obtained his Law degree from the Faculty of Law of the University of Montenegro, and also earned a master’s degree from the Faculty of Sports Management at the University of Donja Gorica. During his studies, he received several prestigious awards, including the Dean’s Award from the UoM Faculty of Law and the “19 December” Award of the Capital City of Podgorica. He was also a scholarship holder of the Ministry of Education of Montenegro and the Konrad Adenauer Foundation (KAS). His student activism was expressed through membership in the Student Parliament and the Senate of the UoM. Professionally, he gained experience working with the international consulting firm Chemonics, as a project coordinator in strengthening the capacities of judicial officeholders in combating organised crime and protecting victims of sexual and gender-based violence. He also served at the OSCE Mission to Montenegro, as a national trial monitoring officer within a project assessing the legislative framework and practice in the field of organised crime and high-level corruption. Previously, he was Project Coordinator and Programme Director at the NGO Center for Monitoring and Research (CeMI). As a national consultant, he collaborated with the GIZ and Transparency North Macedonia on projects analysing the legal framework for NGOs and data protection within anti-money laundering regulations. He was also engaged as a legal analyst in the OSCE/ODIHR Election Observation Mission to Montenegro and observed the presidential elections in Moldova as part of the ENEMO network. Additionally, he lectured at CEDEM’s training on handling hate crimes against LGBTIQ+ persons, attended by judges, prosecutors, and police officers. He has participated in numerous seminars and conferences organised by international organisations. He is the author of scientific papers in the fields of human rights, international justice, European integration, and related topics, published in relevant journals in Montenegro and the region. Fluent in English with working knowledge of German and Russian.
