Safeguarding Rights and Promoting Digital Citizenship – Montenegro Digital Shield (MDS)
is publishing a
CALL
to support projects of civil society organizations (CSOs) in Montenegro
Project proposals should focus on addressing contemporary challenges of digital citizenship through the prevention of human rights violations, combating disinformation, developing media literacy and digital skills, promoting an open and safe internet, raising awareness of digital rights, empowering young people for responsible internet use, countering hate speech, fake news, and cyber harassment, as well as strengthening overall digital citizenship competencies.
The deadline for submitting proposals is 3 November 2025 until 12:00.
The following CSOs are eligible under this CfP that:
- have legal entity status;
- are non-profit in nature;
- are civil society organizations;
- have been registered in Montenegro for at least 24 months prior to the project proposal submission deadline;
- have their headquarters in Montenegro;
- are directly responsible for the preparation and management of the project.
To apply for the competition, it is necessary to fill out: Application form, Budget proposal and Matrix of logical framework. Please read the detailed Guide carefully before filling out these forms.
An information session will be organized for interested CSOs on 22 October.
Organizations whose projects are supported will receive free training and mentoring support in the areas of project management.
The total amount of funds to be distributed according to this tender is EUR 105,000. The amount of funds that can be allocated for an individual project within this competition will range from 10,000 to 17,500 EUR.
