Call for Participation in a High School Debate Competition on Peer Violence and Juvenile Delinquency

Centre for Civic Education (CCE)
invites
high school students to participate in the

DEBATE COMPETITION
on the topics of peer violence and juvenile delinquency

The debate competition aims to encourage critical thinking, develop skills of reasoned discussion, promote non-violent conflict resolution among young people, and contribute to a deeper understanding of the causes and consequences of peer violence and juvenile delinquency.

The competition is open to high school students from all over Montenegro. Each school may nominate up to two teams, with each team consisting of three members. In the case of a larger number of applications, a selection process will be conducted to ensure regional representation of schools.

The competition will be organized in several stages, following the internationally recognized Karl Popper debate format, which involves alternating team roles of affirmation and negation on a given topic, with clearly structured arguments and discussion rules.

Competition stages:

  • first round: 16 teams will debate on pre-defined topics;
  • second and third rounds: 8 and then 4 best-ranked teams will continue competing on new topics;
  • final round: will be an impromptu debate – participants will receive the topic shortly before the start of the final.

Awards for winners:

  • First place – a study trip to Novi Sad – an opportunity for learning, networking, and exploring the city of youth, activism, and culture;
  • Second place – bookstore vouchers worth 100 EUR per participant;
  • Third place – vouchers worth 50 EUR per participant, as an incentive for further learning.

Application deadline: 11 November 2025

Venue: Podgorica, November 2025

Application process: Interested students may apply by completing the application form available at the provided link.

The Debate Competition is organized within the project HEART: Support for Youth Empowerment and Resilience Today, financially supported by the European Union and co-financed by the Ministry of Public Administration.
