According to its Constitution, Montenegro is defined as a civic, democratic, ecological state and a state of social justice, based on the rule of law. In this sense, it has an obligation, through the education system, to develop awareness of the rights, responsibilities, and values that shape active, responsible, and informed citizens.

In the contemporary social context, the development of an autonomous, responsible, and critically oriented individual represents one of the key educational visions. Its realization requires a structured, planned, and sustainable approach to the development of the education system, which entails the systematic strengthening of civic upbringing and education, as well as human rights education.

The need to introduce and further develop civic upbringing and education within the formal education system of Montenegro stems from clearly defined educational goals. Their achievement enables students to acquire knowledge, develop skills, and adopt values necessary for active participation in a democratic, pluralistic, and open society.


This publication is part of the project “Enhancing Civic and Human Rights Education: Educational Reforms for a Stronger Democracy”, implemented by the Centre for Civic Education (CCE), Human Rights Action (HRA), and the ANIMA Centre for Women’s and Peace Education, and enabled through the program “Enhancing Citizens’ Trust in Institutions and Building Resilient Communities”, led by UNDP, UNICEF, and UNESCO, in cooperation with the Government of Montenegro.
