A group of 19 non-governmental organizations is organizing a performance to draw attention to the serious risks that the Agreement on Cooperation in the Field of Tourism and Real Estate Development between the Government of Montenegro and the UAE poses to the public interest, constitutional order, and Montenegro’s path toward the European Union. The performance will take place on Tuesday, 22 April 2025, starting at 11:00, in front of the Parliament of Montenegro, on the day when the Parliament is scheduled to discuss this controversial agreement.
We believe this agreement represents a direct threat to the country’s sovereignty, its legal system, natural resources, and democratic procedures. Through this performance, we will symbolically hold a requiem for the Constitution of Montenegro, expressing resistance against the further erosion of the legal order and the public interest.
Representatives of the NGOs that launched the petition “STOP THE DEVASTATION – Velika Plaža for Future Generations, Not for Private Interests” will speak at the event.
The performance is accompanied by a visual – a funeral notice symbolizing the end of the rule of law in Montenegro:
“With sadness, we announce that the Constitution and laws of Montenegro have passed away under non-transparent and mysterious circumstances. Cause of death: overdose from concessions, corrupt deals, investor memoranda, and disregard for procedures.
Mourners: Velika Plaža, Buljarica, the Luštica coastline, Hajla, and other close relatives among Montenegro’s natural jewels.
The memorial service and wreath-laying will take place in front of the Parliament on Tuesday, 22 April, at 11:00.
