The need for stronger protection of citizens’ rights in the digital space, especially in the context of accelerated digitalization in Montenegro, is the focus of a new three-year project titled “Safeguarding Rights and Promoting Digital Citizenship – The Montenegrin Digital Shield (MDS)“, launched by the Centre for Civic Education (CCE). The project is implemented in partnership with the SHARE Foundation from Serbia and in cooperation with the Agency for Audiovisual Media Services, with financial support from the European Union and co-financing from the Ministry for Regional-Investment Development and Cooperation with NGOs.
The CCE believes that the legal framework in Montenegro concerning the suppression of hate speech and discrimination online is applied inconsistently, while many victims choose not to report abuse due to a lack of trust in the relevant institutions. This points to low levels of digital and media literacy, as well as the need for educational campaigns, legal reform, and strengthening institutional capacities for effective protection against digital threats. It is essential that digital development does not come at the expense of fundamental human rights.
The goal of this project is to address key shortcomings in the awareness, protection, and public advocacy of digital rights, in line with the pace of digital transformation in Montenegro. Hence, the project is focused on promoting human rights in the digital sphere, as well as advancing digital rights. The gender equality aspect is integrated by addressing gender-based violence online, while the principles of good governance are promoted through the empowerment of civil society and institutions for the effective implementation of policies in the field of digital rights.
Special attention will be given to young people through activities aimed at empowering them to develop digital citizenship skills within the educational system and to be protected in the online environment. The project also promotes the principles of environmental sustainability by advocating for the responsible use of digital technologies, with an approach based on rights, inclusivity, and sustainability.
By raising awareness, knowledge, and skills among citizens for the responsible use of digital technologies and active participation in the digital public sphere, this project will contribute to building a more informed, resilient, and engaged society in Montenegro. The focus will be on two key areas: strengthening civil society organizations and institutions in promoting and protecting digital rights, and developing digital citizenship through education and activism.
The CCE maintains that in the digital age, the protection of rights cannot be left out of focus, and with this project, we aim to contribute to creating an environment where citizens are aware of their digital rights, understand them, and trust the institutions that protect those rights.
