SYNERGY Montenegro – Strengthening Youth Networks and Empowering Resilient Groups and Youth in Montenegro
is launching
CALL FOR PROPOSALS
for the support to civil society organisations (CSO) projects in Montenegro
Project proposals should contribute to improving the position of youth and creating more opportunities for them in Montenegro, through strengthening the capacities of youth-focused organizations for active participation in democratic reforms, enhancing their employment prospects and enabling more effective implementation of youth policies. The deadline for submitting proposals is 20 March 2026 by 12:00.
In order to be eligible for a grant, CSOs must fulfil criteria as follows:
- have legal entity status;
- are non-profit;
- are registered in Montenegro at least 12 months prior to the application deadline and have their headquarters in Montenegro;
- are directly responsible for the preparation and management of the project;
- work with or for youth.
To apply, you must complete the: Application form, Budget Proposal, and Logical Framework Matrix. Please read the detailed Guidelines carefully before completing these forms.
Info sessions will be organized for interested CSOs. Organizations whose projects are supported will receive free training and mentoring in project management.
The total budget for this call is 170,000 EUR, and projects will be supported in amounts ranging from 10,000 to 15,000 EUR.

The SYNERGY Montenegro – strengthening youth networks and empowering resilient groups and youth in Montenegro – is implemented by CCE, in partnership with the German Friedrich Ebert Stiftung (FES) and the NGO Multimedijal Montenegro, in cooperation with the Ministry of Sports and Youth, and with the financial support of the European Union and co-financing by the Ministry of Regional Investment Development and Cooperation with NGOs.
