Strengthening Capacities to Achieve Results in Local Communities

Training on reporting methods and achieving visible results in local communities provides important additional support to civil society organisations supported through the SINERGIJA programme, strengthening the knowledge and skills necessary for the effective implementation of projects, it was stated during the capacity-building training for civil society organisations organised by the Centre for Civic Education (CCE) from 6 to 8 May 2026 in Podgorica.

The training gathered representatives of 12 organisations whose projects were supported under the second call of the SINERGIJA programme: NGO Association Hepatitis Montenegro – HEP CG, Association of Young People and Those Who Feel That Way JEŽ, NGO Mare Mare, Fund for Progressive Policies, Montenegrin Youth Health Organisation, NGO Eco-Team, Montenegrin Association for Technical Culture “Politehnika”, ALFA Centre, NGO VIZIJA – Organisation for Development and Sustainability, NGO Association of Wood Processors Berane, Montenegrin Ecologists Society, and NGO Mozaik.

Throughout the training, participants covered key aspects of the project management process, including activity planning, administrative and financial management, narrative and financial reporting, monitoring and evaluation, communication and visibility, as well as obligations arising from the implementation of projects financed through this programme. Particular emphasis was placed on understanding and monitoring public youth policies, linking project activities with the needs of young people and local communities, as well as ensuring the sustainability of results after the completion of project support.

Through participating in this training, I gained useful information that will help me during the management of the project supported under this call. I believe that trainings like this are highly valuable, especially at the beginning of the process, and that they represent an important foundation for further development, all with the aim of successfully implementing planned activities and achieving the anticipated results and objectives,” said Andrija Krivokapić from NGO Eco-Team.

This training is highly important for strengthening the capacities of our organisation for the more effective implementation of project activities. Through sessions dedicated to programme and financial project management, we gained additional knowledge about planning, implementation, reporting, and visibility rules for projects financed through EU funds,” stated Petar Subotić from the Montenegrin Association for Technical Culture “Politehnika”. He added that topics related to youth and public policies, advocacy, and the involvement of young people in decision-making processes were particularly valuable. “The acquired knowledge and the exchange of experiences with other organisations have further empowered us to direct project activities towards sustainable solutions and a stronger impact on young people and the local community,” he concluded.

Programmes like this are extremely important because they contribute to strengthening the capacities of civil society organisations, particularly in the areas of public policy and youth engagement,” assessed Jovana Vuković, Project Manager at the Fund for Progressive Policies, emphasising that such trainings provide organisations with an opportunity to improve their knowledge and competencies. “It is particularly significant that programmes like this enable a better understanding of institutional mechanisms and public policy-making processes, while also encouraging networking among organisations, the exchange of experiences, and the development of cooperation. This contributes to the creation of a stronger and more sustainable civil society sector that can serve as a relevant partner to institutions and an active driver of social change,” Vuković concluded.

The training is part of the programme “SINERGIJA Montenegro – Strengthening Youth Networks and Empowering Resilient Groups and Young People in Montenegro”, implemented by CCE in partnership with the Friedrich Ebert Foundation (FES)and NGO Multimedia Montenegro, in cooperation with the Ministry of Sports and Youth of Montenegro, with the financial support of the European Union and co-financing from the Ministry of Regional-Investment Development and Cooperation with Non-Governmental Organizations.
